Forward masking occurs when a sound (the signal) cannot be perceived due to the presence of a preceding sound (the masker). In a typical adult experiment, three intervals are presented to the listener, two of which contain only the masker sound and one of which contains the masker followed by the signal. In forward masking an early stimuli takes hold over consciousness (resulting in top-down activation) that prevents a later stimuli from overshooting the selective attention threshold, thus the latter remains subliminal (limen is threshold in Latin, so sub-liminal is literally below threshold).
